The Coastal Community Development Corporation (CCDC) seeks to increase the availability of homes for our local and regional workforce by preserving existing housing, to meet the demand of our region while serving working residents. Rather than approaching the housing crisis from a model that requires a project to be built from the ground up, the CCDC will actively seek out and purchase existing homes in our area and offer rents that serve a wide range of our workforce based on household income. This unique approach will provide housing that is sustainable and affordable to working individuals and families.
The Coastal Community Development Corporation, a 501(c)(3) designated nonprofit, was founded with the belief that the housing crisis that we face in Beaufort County and surrounding areas is an imminent threat to our quality of life. Our approach will provide housing options to employees across the workforce spectrum. Civil, medical, educational, hospitality, service and trade workers will have the ability to find affordable workforce housing where they work.
On December 11th, 2023 Beaufort County Council voted to provided $600,000 to the Beaufort Jasper Housing Trust to be allocated to the CCDC.
The SERG Restaurant Group donated $25,000 to assist the CCDC in the purcahse of affordable housing units across Hilton Head.
Through the Town's affiliated agency funding process, Town Council endorsed a resolution facilitating a memorandum of understanding with the Coastal Community Development Corporation to further support its workforce housing endeavors and funding totalling $600,000.
In September 2024, Novant Health donated $1,000,000 to the CCDC to further the mission of providing affordable housing across Beaufort county.
The Port Royal Charitable Fund awarded a grant of $20,000 to assist in acquisitions.
Long Cove Club members provided over $250,000 in donated funds to support acquisitions on Hilton Head Island.
Community Foundation of the Lowcountry provided $1,000,000 in conscious capital.
The Long Cove Club provided over $750,000 in conscious capital to acquire housing on Hilton Head Island.

In 1993, while vacationing on Hilton Head Island she met her future husband, Steve Likins. They married in 1994 and Hilton Head Island became her home. They have two sons, Ben and Alex. Kim has always been passionate about supporting impactful children and youth opportunities believing strongly in Nelson Mandela’s famous words, “History will judge us by the difference we make in the lives of children.” She was a founding board member of The Sandbox Children’s Museum and The First Tee of the Lowcounty, helping both organizations create strategic operational plans and supporting their capital fundraising efforts. Kim has served as the Executive Director of the Boys & Girls Club of Hilton Head Island for the past eleven years. In 2019 under her leadership, the Club received the coveted Hilton Head Island / Bluffton Chamber of Commerce Organization of the year award. Kim is currently a member of The Greater Island Council and serves on the St. Andrew by the Sea UMC Church Council. Previously, she served on the Town Council of Hilton Head Island for eight years, including serving as Mayor Pro Tem her final two years. Kim is also a Graduate of the SC Elected Officials Institute. During her time on town council, Kim severed on the Public Planning Committee working to understand the Island’s workforce housing needs. She is excited be a part of launching the Coastal Community Development Corporation to help implement solutions used in other communities facing similar housing issues.

Ken Campbell attended Stony Brook University in New York and graduated with a degree in
Mathematics. His career encompassed multiple disciplines from civil engineering to land development in
New York, New Jersey, Illinois and Ohio. His work with civil engineering firms and regional and national
builders in new community planning and developm
Ken Campbell attended Stony Brook University in New York and graduated with a degree in
Mathematics. His career encompassed multiple disciplines from civil engineering to land development in
New York, New Jersey, Illinois and Ohio. His work with civil engineering firms and regional and national
builders in new community planning and development evolved into beginning his own company. Ken
established and operated entities that acquired, planned, and developed major projects. These projects
included three golf course communities and seven projects that hosted the Home Builders Association
of Greater Cincinnati’s annual Homearama showcase of homes. These communities total more than
4,000 homes.
Ken, and his wife Joan, established a family foundation that concentrates on helping to lead children to
better futures. In this spirit, they founded the Mason Schools Foundation in Ohio. This Mason Schools
Foundation has issued more than $1 million in grants to teachers to support innovative classroom
projects. Both Ken and Joan were instrumental in establishing The First Tee of the Lowcountry on Hilton
Head Island with Ken serving as a founding board member. The Campbells support numerous other
youth charities including Boys & Girls Club of Hilton Head where Ken also serves as a board member.
Ken and Joan have three children and four grandchildren. They first enjoyed Hilton Head Island in 1974
on a one week family vacation. The beauty and lifestyle of the island led them to return each year and
they became part time residents in 1989 and then permanent residents in 2007. Today the economic
viability of Hilton Head Island is under threat due to the severe shortage of affordable housing for it’s
workforce. Ken feels that the establishment of the Coastal Community Development Corporation is a
critical element in addressing this threat.

Geoff has over 25 years of public and private company investment experience. In 2012, Geoff left Wall Street to focus fulltime on managing and running his family investment holdings. In 2013, he and his wife, Kim, formed RLB Squared. Through this family entity and various other family holdings, Geoff oversees a portfolio of investments that include hedge funds, real estate and operating businesses. Geoff and his wife are active investors and philanthropists. Since 2014, they have turned a majority of their focus to investing in the Southeast but predominately the Lowcountry. In 2016 they completed the development of the “Old Pig” (1223 May River Road). In addition, after Hurricane Matthew Geoff and Kim formed Lowcountry Strong, with Josh Simpson and the help of the Community Foundation of the Lowcountry, a charity focused on aiding victims of Hurricane Matthew. At the onset of the pandemic, with the help of Downtown Deli, Lowcountry Strong formed Hungry Heart to feed those in need in Beaufort and Jasper County. In the first fourth months of the pandemic Hungry Heart provided over 30,000 meals from local restaurants to community members in need.
In 2015 Geoff, his wife Kim and their three children relocated full time from Franklin Lakes, New Jersey to
Bluffton, SC. The goal was to spend more time as a family and find a better quality of life in a growing
community. In 2018 Geoff joined the Board of Directors of the Community Foundation of the Lowcountry. He is on the Donor Services committee and the Four County Task Force.
Prior to forming RLB Squared LLC he worked at Crown Advisors in October, 1997 and is a
Founding Member and Co-Portfolio Manager of Crown Growth Partners LP, a long-only relative return fund, and Crown Growth Partners II, a long-short fund seeking to generate superior risk adjusted absolute returns. He was an early investor and advisor to the Board of Directors of Salient Technologies (formerly TissueLink Medical) which was sold to Medtronic for $400M and has periodically been invited by Dr. Jack Gill, the founding Partner of Vanguard Ventures, to teach a class at MIT about small company investing and the IPO process.
Geoff graduated from Tulane University in 1994 with a Bachelor of Science and Management degree. He and Kim continue to be an active part of the Tulane Community.
Tony has vacationed in Hilton Head since 1986, been a homeowner since 2013, and a permanent resident since 2019. He and his wife love Hilton Head and are proud to call it home. His passion is to help make this great place better and to be part of the solutions to what he believes is the Island's biggest problem, affordable housing.

Tony spent the last 20+ years of his professional career financing the creation of affordable housing throughout the country. He has had a significant role in the creation of thousands of homes and over 100,000 families, seniors, and veterans have been helped financially through that affordable housing. Additionally, his lobbying efforts helped protect and strengthen the Low-Income Housing Tax Credit, especially during Tax Reform.
Presently, Tony is the Hilton Head Island appointed board representative on the newly created Beaufort Jasper Housing Trust, where his primary responsibilities include oversight of the Project Evaluation Committee. He is also available to the Town of Hilton Head Island as a consultant on affordable housing issues and deal evaluation. Each of these endeavors are in their infancy stage, and he believes his guidance and financial background can help provide a roadmap for success.
Tony’s previous career experience includes serving as a Credit Officer Director at Wachovia where he was responsible for investment approval on LIHTC originations for properties owned or sold guaranteed. He then joined RBC in 2006 as Chief Credit Officer responsible for approval of syndicated LIHTC while creating policies and procedures for asset origination, asset management, and investment fund sales. Tony was Co-Head of RBC Community Investments (2011-2021), a Municipal Finance business unit that became an industry leader in the creation of affordable housing, work-force housing, and renewable energy investments and also served as President and Chairman of Affordable Housing Tax Credit Coalition (2016-2021), a 200 + member organization that lobbies Congress / Administration on housing and tax issues. Additionally, he was formerly a Municipal Finance registered employee (state and local).

He went on to become president and chair of several publicly-held software services companies, including Legent, Inc., Goal Systems International, Inc., Walker Interactive Systems, Inc., and Elevon, Inc. He later helped start an investment banking and venture capital fund serving the technology industry. David also served as chairman of the board for the Nationwide Mutual Funds Group and Grange Mutual Insurance Companies. In addition, he served as a board member for CareerBuilder, Inc., Jobfox, Inc., Changepoint, Inc., Transaction Builders, Inc., and PMG Systems, Inc.
David has extensive nonprofit board experience, including Boys & Girls Club of Hilton Head Island, Long Cove Community Property Owners Association, The Community Foundation of the Lowcountry, The Columbus Zoo, Nationwide Children’s Hospital and Foundation, Private Industry Council of Franklin County, Salesian Inner City Boys Club and United Way of Franklin County.
He has called the Lowcountry home for over 25 years, along with his wife, Patty, and has significant first hand experience with the difficulties experienced by the workers who help them to enjoy life on the island. Providing affordable housing for these essential workers is, in his opinion, the single biggest issue facing our community. David feels that failure to address this problem effectively at the current time will likely result in a reduction in the quality of our lives over time.

Born and raised in Prosperity, South Carolina, a small southern town just outside of Columbia, she finished her higher education at Clemson University. After college, Lisa moved to Hilton Head Island and started her own business which she owned for 15 years. This business venture led to her relationship with Hampton Hall, where she was part of the original sales team. Lisa is currently working with William Raveis, a full service luxury real estate firm in Bluffton SC and has been in the real estate industry since the early 1980’s. A Bluffton resident for over 30 years, she and her husband, John, enjoy spending time with their three children: Two daughters - Brannon and Haley, graduates of Clemson University; and a son Michael, a graduate of Auburn University. Favorite family outings include water skiing, tubing, crabbing and shrimping or just sitting on the sandbar on the beautiful, pristine May River. “A love for the May River and being part of a real community is why we call Bluffton home and always will, as both are an integral part of our culture and lifestyle.” Lisa served as the Mayor of Bluffton for 16 years, and prior to her time as Mayor served on town council. Lisa is involved with many boards and commissions, including Board Trustee of the Heritage Classic Foundation, Clemson University Board of Visitors, board member on Bluffton Jasper Volunteers in Medicine and Bluffton Gullah Cultural Heritage Center. Lisa is a graduate of the Riley Institute for Diversity. Professionally, Lisa was a top producer for the developers of Hampton Hall and Hampton Point and consistently ranked as a top Sales Team in the Bluffton/Hilton Head area in overall sales.
